DECREE

PRESIDENT OH THE RUSSIAN SOVIET FEDERAL
SOCIALIST REPUBLIC


ON OPENING THE CITY OF VLADIVOSTOK TO FOREIGN VISITORS

In the interests of prospective development of Vladivostok city as large administrative centre of economic, social and political activities of the RFSFR, decide:

  1. To suspend Clause 4 of USSR Cities and Regions Closed for Foreign Visitors List, approved by Decree of USSR Council of Ministers on December 8, 1990, No. 1233-164 with respect to Vladivostok and to permit residing in it to foreign citizens.
  2. To recommend the USSR Committee on Operative Control of National Economy:

    - to annul Clause 4 of USSR Cities and Regions Closed for Foreign Visitors List, approved by Decree of USSR Council of Ministers on December 8, 1990, No. 1233-164 with respect to Vladivostok and to permit residing in it to foreign citizens;

    - to open Vladivostok ports for calling of foreign ships since January 1, 1992;

    - to coordinate with the RFSFR Council of Ministers measures, needed to decide issues, sequential from Clauses 1 and 2 of the present Decree.

  3. the RFSFR Council of Ministers: in cooperation with Primorskii Krai Executive Committee and other related bodies to implement measures, related to the present Decree till December 1, 1991.
